The laptop is very hot. HP4540S

Hello. After installing the High Sierra, I noticed that my laptop was very hot processor. It reaches 79+ degrees in operation. and 55 degrees in idle time. Also noticed that the fan on the laptop is very quiet. It turns out that when the laptop works in programs the fan does not accelerate its rotation, but remains in the same position. How can I fix this? Thank you. P.S. For any reason I will attach my EFI folder for a visual inspection, as well as a screenshot of the system for heating.
